The technology landscape of Eastern India is experiencing a structural pivot. Traditionally recognized as a mining and metal processing powerhouse, Odisha is rapidly ascending into the high-value knowledge economy. Spanning over 600 acres on the southern outskirts of Bhubaneswar, Infovalley (Infocity-II) has become the epicenter of this modern industrial transition.

Backed by the progressive Odisha Semiconductor Manufacturing & Fabless Policy, the state offers competitive capital subsidies, 100% reimbursement of stamp duties, and access to subsidized industrial power and high-speed subsea optical fiber connectivity.

Major Investment Clusters Under Development

  • Semiconductor Design & Fabless Hubs: Presence of specialized chip architecture laboratories working on automotive microcontrollers and 5G RF front-end chips.
  • Electronics Manufacturing Cluster (EMC 2.0): Spread over 250 acres at Infovalley, hosting printed circuit board (PCB) assembly lines, consumer electronics fabrication, and electric vehicle (EV) battery pack manufacturing.
  • Tier-4 Hyperscale Green Data Centers: Multiple Tier-4 certified cloud data center campuses powered by renewable wind-solar hybrid feeds, capitalizing on Odisha’s abundant coastal seawater cooling proximity.

High-Skill Employment Generation

The expansion of global IT majors—including expanded development centers of Infosys, TCS, Wipro, Cognizant, and Tech Mahindra—alongside emerging deep-tech AI startups has created employment opportunities for over 45,000 software engineers and hardware designers.

Furthermore, state technical universities such as OUTR, IIIT Bhubaneswar, and IIT Bhubaneswar have launched collaborative diploma courses in VLSI circuit design to supply a pipeline of industry-ready engineering graduates.
